1. FUNDING
(a) The Federation shall establish a full-tuition renewable entrance scholarship* for a New Brunswick's resident** enrolling in a course of full-time undergraduate studies at a New Brunswick university, to be awarded to one (1) candidate in each academic year, with the first such scholarship to be awarded for the 1990-91 academic year.
* (Renewable in accordance with the scholarship renewal criteria of the host university).
** (A candidate shall be recognized as a New Brunswick resident if he/she has been a permanent resident of this province since a date not later than September 30th of the year preceding the year of her/his candidacy).
(b) The amount of each scholarship awarded shall be equal to the total amount of the then-current tuition fees at the New Brunswick university or universities* of the successful candidate's choice; to be paid, in academic term installments, directly to the student upon receipt of confirmation of registration of the student in a New Brunswick university, for a maximum of the number of academic years normally required for a full-time student to complete, at a New Brunswick university, a course of study leading to either:
(i) The awarding to the student of an undergraduate degree from a New Brunswick university; or
(ii) The awarding to the student of a diploma from a New Brunswick university during a continuous course of studies leading to an undergraduate degree which the student intends to complete at a university outside New Brunswick.
* (The scholarship may be portable between New Brunswick universities at the discretion of the Federation, but shall not be portable outside the Province).
(c) A Trust Fund to support the scholarship, to which additional tax-free contributions may be made by individual faculty members if they should so desire, shall be set up by the Federation with an initial endowment of eight thousand dollars ($8,000) from Federation funds.
(d) The Board of the Federation shall each year determine an amount to be added to the Trust fund which will support existing scholarship commitments and which will ultimately allow the residue of the fund to generate sufficient interest revenue to fund fully all scholarships awarded thereafter.
2. CRITERIA
(a) Candidates for the scholarship shall be judged on the basis of both academic ability and financial need.
(b) It shall be made clear to University Awards Offices that a candidate who is being considered for other scholarships or awards from a New Brunswick university, or who presently holds other scholarships or awards from a New Brunswick university, is not precluded thereby from being considered as a candidate for the Federation's scholarship. However, the effect of any such other scholarships or awards on the level of the candidate's financial need shall be taken into consideration by the Scholarship Awards Committee.
(c) The failure of a candidate to apply specifically for the Federation's scholarship shall not prohibit an Awards Office from submitting that candidate's name for consideration.
3. SELECTION
(a) Each year, the name of one candidate of each gender who meets the criteria in 2(a) above shall be obtained from the Scholarship Awards Office responsible for each of the seven (7) university campuses in New Brunswick, and the successful candidate shall be selected from among these fourteen (14) persons.
(b) The information received from the Awards Offices relating to each of the fourteen (14) candidates shall be submitted to the individual members of the Scholarship Awards Committee within three working days of receipt of the nominations of all fourteen (14) candidates.
(c) The Committee shall arrive at a shortlist of not more than five (5) of the foregoing candidates by a date to be determined each year by the Committee.
(d) All candidates on the shortlist shall be interviewed on the same day by the Scholarship Awards Committee in a convenient location in New Brunswick.
(e) The interview expenses of all candidates interviewed, including travel, accommodation and sustenance shall be paid in full by the Federation from its general operating funds and shall not be charged to the Scholarship Trust fund.
4. ADMINISTRATION
(a) An independent Board of Trustees who will administer the Trust fund, and whose number and composition shall be determined by the Board of the Federation, shall be established with overlapping 5-year terms for its members.
(b) The Board of Trustees shall be responsible for the prudent investment, from time to time of the balance of the Trust fund and shall make disbursements from the fund only to scholarship recipients or for the benefit of scholarship recipients, as the case may be, at the times and in the amounts determined by the Board of the Federation.
(c) A four (4) person committee of the Board of the Federation shall be struck, with equitable linguistic and gender composition, to be called "the Scholarship Award Committee", which shall each year select the winning candidate and shall authorize the undertaking of the administrative procedures necessary for the appropriate announcements to be made to the respective candidates and to the general public, and for the presentation of the scholarship. The Scholarship Awards Committee shall inform the Board of the name of the winning candidate at the next meeting of the Board, and the Board shall, in all cases, ratify the committee's selection.
(d) The Scholarship Awards Committee shall be independent of the Board of Trustees and there shall be no duplication of membership.
(e) A common Nomination Form for each candidate, containing such information and requesting such supporting documentation as is, on the recommendation of the Scholarship Awards Committee, considered necessary by the Board of the Federation, shall be completed by the appropriate University Awards Office. Nominations for the Scholarship shall be received by the Federation not later than a date which will be determined each year by the Committee.
(f) A common Questionnaire, containing such information as is, on the recommendation of the Scholarship Awards Committee, considered necessary by the Board of the Federation, shall be completed by each of the fourteen (14) applicants for submission to the Scholarship Awards Committee by a deadline date to be determined each year by the Committee. There will be no extension of this deadline.
(g) It shall be required that each candidate also submit, together with the Questionnaire, a personal letter fully expressing the reasons for the candidate's financial need, and the candidate's career objectives, together with two (2) recent personal photographs. Such photographs shall be used for publicity purposes only and shall not be shown to any member of the Scholarship Awards Committee until after the winning candidate has been selected. Unused photographs of unsuccessful candidates shall be returned to the candidates.
(h) It shall be the responsibility of the candidate to arrange for the timely submission, directly to the Federation of two (2) Letters of Reference from guidance counselors, teachers, or any other persons familiar with the student's academic and non-academic achievements.
(i) The winner of the Scholarship shall be selected by a date to be determined each year by the Committee, which date will permit adequate time for the Federation to arrange for presentation of the Scholarship at the graduation ceremonies of the successful candidate's High School.
5. PUBLICITY
(a) The availability of the FNBFA Semeluk Scholarship shall be publicized through:
- Personal letters to high-school principals and guidance counselors;
- Posters which will be supplied to high school principals and guidance counselors with a request that they be prominently displayed;
- Press releases; and
- Advertisements in New Brunswick's major francophone and anglophone daily newspapers.
(b) Press releases announcing the names of the candidates selected for the shortlist and, subsequently, the name of the recipient of the scholarship, shall be issued to the province's daily newspapers and to the local newspaper closest to each candidate's community of residence, together with photographs, as appropriate, of the candidates.
6. DISCRETIONARY CLAUSE
Notwithstanding anything contained in this policy document, the Federation may, in the absolute and sole discretion of the Board of the Federation, at any time discontinue or postpone the awarding of the FNBFA Semeluk Scholarship from time to time; and may cancel or withhold, with or without notice, the payment of unpaid amounts of scholarships previously awarded.
7. DESIGNATION
The scholarship shall be designated "The George P. Semeluk scholarship of the Federation of New Brunswick Faculty Associations/La Bourse d'études George P. Semeluk de la Fédération des associations de professeures et professeurs d'université du Nouveau-Brunswick", to be abbreviated to "The FNBFA Semeluk Scholarship/La bourse d'études Semeluk de la FAPPUNB".
